EPS Group was selected by Maricopa County Department of Transportation (MCDOT) to reexamine the projected traffic conclusions in the Northern Parkway DCR (L303 to L101) and determine if these were still appropriate for this corridor in light of recent revisions to the Maricopa Association of Governments (MAG) socioeconomic data. EPS Group conducted a detailed analysis and refinement of MAG traffic forecast data for three design years across a 30 square mile planning area. Recommended procedures to refine travel demand model forecasts contained in National Cooperative Highway Research Program (NCHRP) Report 765 were used to adjust the MAG model forecasts. The refined model forecasts were then used to provide an assessment of the levels of service along the corridor based on the general lane assumptions from the DCR along the corridor for each forecast year. Following this effort, EPS Group was asked to serve as a facilitator to negotiate phasing and programming differences between the funding partners MCDOT, City of Glendale, City of Peoria, and City of El Mirage.
